English Language Learner Assessment
Under Title I of the ESEA, states are required to measure the academic achievement for English Language Learner (ELL) students in reading/language arts and mathematics. ELL students must also be assessed annually for their proficiency in English in listening, speaking, reading, and writing. States must assess ELL students in a valid and reliable manner that includes reasonable accommodations and, to the extent practicable, assessments in the language and form most likely to yield accurate and reliable information on what those students know and can do to determine the students' mastery of skills in subjects other than English.
